Water Quality in the Tampa Bay Metro Area

Tampa Bay's 3.2 million residents spread across Hillsborough, Pinellas, and Pasco counties, with each county managing water differently. Tampa draws from the Hillsborough River Reservoir and Sulphur Springs, supplemented by Tampa Bay Water (a regional wholesaler) that provides desalinated water from Tampa Bay itself and groundwater from wellfields in northern Hillsborough and Pasco counties. St. Petersburg and Clearwater rely entirely on Tampa Bay Water for their supply.

The region made national news in 2003 when it opened the largest desalination plant in North America, though the plant's rocky first years – construction defects, repeated shutdowns – tempered the initial optimism.

What the PFAS Data Shows Across Tampa Bay

MacDill Air Force Base, located on a peninsula jutting into Tampa Bay from south Tampa, has confirmed PFAS contamination from AFFF firefighting foam. The contamination has been documented in on-base monitoring wells, and investigations are ongoing to determine whether the plume has reached the surrounding community's groundwater.

Florida has not adopted state PFAS MCLs, and the Florida Department of Environmental Protection's statewide PFAS investigation has identified contamination sites in all three Tampa Bay counties. According to FDEP's 2023 screening data, six sites in Hillsborough County alone showed PFAS above the state's screening levels, including military, airport, and landfill locations.

UCMR5 results for Tampa Bay Water's blended supply showed low but detectable PFAS. The desalination process is effective at removing PFAS, but the groundwater that makes up a larger share of the regional supply is more vulnerable to contamination from surface sources.

How Tampa Bay Compares

Within Florida, Tampa Bay generally tests cleaner than Jacksonville (NAS Jacksonville contamination) and is comparable to Miami-South Florida, though the contaminant mix differs. Tampa's use of desalinated water gives it a unique advantage – no other major Florida metro has that technology in its supply mix.

Nationally, the region's reliance on a blend of surface water, groundwater, and desalinated seawater creates a more resilient system than metros dependent on a single source. The tradeoff is complexity – with multiple source types feeding the same distribution network, water quality can shift depending on seasonal demand and which sources are active.

What Metro Area Residents Should Do

Tampa Bay's blended supply means your specific location determines which water sources – and which contaminant profiles – affect your home.

Check your water for data tied to your ZIP code. If you're near MacDill AFB or in areas served by groundwater wellfields rather than desalinated supply, monitoring is more important. Our water filter guide covers options suited to Florida's warm-water, high-mineral conditions. For historical data, a detailed report can show you trends across multiple testing periods.
